The Proposal Manager position leads the development of best in class project proposals for BWCC. The position has no direct reports but must motivate individual team members across a wide range of functions and disciplines. The position works closely with BWCC Operations, Estimating, Project Controls, Procurement, Legal, Quality, Safety, and Material supply groups.The individual will be required to have a detailed understanding of the project documents and requires producing and compiling proposal documents including the scope of supply, division of work, project execution plan, cost, schedule and commercial documents. Additionally, the Proposal Manager will need to develop and evaluate subcontract packages for work that is not self-performed by BWCC.
The Proposal Manager should distribute the applicable portions of the RFQ for review to applicable divisions of the company.
Work with other B&W divisions or other partnerships to develop an internal DOR (if required) for proposals that include more than one B&W division.
Prepare applications related to bonds and/or letters of credit as applicable.
Coordinate and develop the proposal strategic decisions with operations, management, and material supply divisions.
Schedule meetings as required to communicate the proposal needs.
Work with the BWCC Operations to prepare any questions to customer during the proposal process.
Interface with the customer on issues related to the proposal effort.
Coordinate BWCC proposal efforts with the Proposal Manager of the product divisions.
Prepare and coordinate development of the project commercial basis and any redline of the commercial documents with the B&W Legal Group.
10.Prepare material supply and subcontract RFQ’s and work through purchasing to obtain quotes. Work with purchasing to evaluate material supply and subcontract quotes and help Operations management to determine the allowance to be used for the estimate.
Expedite information needs from the customer or material supply division.
Prepare management approval requests and work with others, to ensure the required meetings are scheduled to support the proposal due date.
Take lead in obtaining approvals for any deviations from corporate guidelines relating to commercial terms.
Take the lead role in coordinating and responding to post bid customer questions.
Bachelor’s degree in Engineering or technology, or business management preferred
8 years technical experience in the power generation field.
Industrial construction experience.
Proficient in proposal management with an emphasis on building commercial skills and developing best in class proposal packages.
Familiarity with commercial contracting and B&W contracting guidelines
Technical background in utility and/or heavy industrial industries
Technical design and graphics skills is a plus.
Demonstrated organization, communication, and writing skills.
Committed to meeting deadlines, have a driven work-ethic, and hold the ability to work in high-pressure situations.
