DESCRIPTION
The City of Corona has an exciting opportunity to join our Economic Development department as an Economic Development Manager. The City of Corona is making a significant, $200M investment in the redevelopment of Downtown over the next 5-7 years. These projects involve the redevelopment and revitalization of a key intersection in the heart of Downtown, streetscape enhancements, creating a sense of place, renovation of the Historic Civic Center, revitalization of City Park, and construction of a new community building. The Economic Development Manager will play a key role in coordinating, leading, and supporting the teams working on these efforts. They will also be responsible for other exciting opportunities including negotiating property acquisitions, the development of a property management strategy, implementing the redevelopment-associated portions of the Economic Development Strategic Plan, and bringing creative solutions to the team for a variety of redevelopment-related projects.

Knowledge
Knowledge of the principles, practices, and methods used in planning, analyzing, implementing, and evaluating comprehensive economic development programs and projects.
Knowledge of real estate fundamentals, urban planning, and financing structures essential for city redevelopment and economic growth.
Knowledge of local, regional, and state programs, sources of funding, and financing incentives for economic development programs and projects.
Knowledge of principles and techniques of conducting analytical studies, evaluating alternatives, making sound recommendations, and preparing and presenting effective and technical reports.
Skills & Abilities
Ability conduct analyses and make accurate recommendations based on study findings.
Ability to prepare applications for funding and administer federal and state grants and contracts.
Ability to plan, develop, and implement assigned programs, projects, and activities in an independent and cooperative manner, evaluate alternatives, make sound recommendations, develop and implement program improvements, and prepare effective reports.
Ability to foster ongoing collaboration in support of the business community by working closely with a wide variety of stakeholders including City officials and staff, real estate professionals, developers, local business owners, neighborhood associations, outside consultants, and City residents.
Education &Experience
Must possess a valid California driver's license and the ability to maintain insurability under the City's Vehicle Insurance Policy.
Equivalent to a bachelor’s degree from an accredited college or university with major coursework in public or business administration, economics, urban planning, or a related field.
Master’s degree in Public Administration, Business Administration, Urban Planning, or a closely related field, which provides a strong foundation for strategic management and leadership in urban development is desirable.
A minimum of six (6) years of progressively responsible experience in economic development, urban planning, or a related field, with at least three (3) of those years in a management or leadership role overseeing economic development projects and initiatives. Experience should demonstrate a proven track record of successful project management, team leadership, and strategic implementation.

The Organization
The City of Corona is a General Law city operating under a Council-Manager form of government. Policymaking and legislative authority is vested in the City Council, consisting of a Mayor and four Council Members. Members of the City Council are elected by District to a four-year term. The Mayor is selected by the Council and serves as the presiding officer for one year.
The City is organized into the following departments/organizational units: Community Services, City Manager’s Office, Economic Development, Finance, Fire, Human Resources, Information Technology, Legal and Risk Management, Police, Planning & Development, Public Works and Utilities. Oversight of these departments is divided between the City Manager and two Assistant City Managers.
The City's total operating budget for Fiscal Year 2024 is $369.9 million with a General Fund operating budget of $ 194.5 million. Corona enjoys a workforce of 860 dedicated employees who provide high quality services to its residents and visitors each day.
