Job Summary
Under general supervision, plans, directs, supervises, coordinates, and, as necessary, participates in the full range of trade –related construction, maintenance, renovation, and repair of County buildings, building systems, equipment, grounds, Parks and related facilities; and maintenance and repair of water and wastewater treatment plants, storage and distribution systems; and, supervises the daily operation of the Solid Waste Transfer Station, residential convenience centers, and recycling programs.
Job Functions
ESSENTIAL JOB FUNCTIONS
Plans, directs, supervises, and coordinates the work of subordinate skilled and semi-skilled trades workers and maintenance staff
Supervises the Solid Waste Transfer Station Staff and operation
Prioritizes and schedules projects and work activities
Ensures that all maintenance work, building operations, and equipment/system operations are in compliance with Department of Environmental Quality and Virginia Department of Health Regulations, with building codes, fire/safety codes, and other applicable codes; ensures compliance with all applicable laws, rules, regulations, standards, policies and procedures
Ensures adherence to established safety procedures; monitors work environment and use of safety equipment to ensure safety of workers and other individuals; initiates any actions necessary to correct deviations or violations
Develops and maintains preventive maintenance program
Supervises contractors
Orders equipment, tools, parts, and supplies
Meets with customers, internal partners, and contractors to develop plans, work, time, and personnel requirements
Trains, coaches and mentors subordinates
Responds to all email and telephone inquiries/requests
NON-ESSENTIAL JOB FUNCTIONS
Provides assistance to other employees or departments as needed
Performs other related duties as required
Qualifications
Education and Experience: Education equivalent to a high school diploma supplemented by 5 years of qualifying experience and/or training that includes facilities management, project management, general building maintenance, electrical work, plumbing, HVAC systems, mechanical systems, and general construction.
Special Qualifications: Must possess satisfactory results of a criminal history background check. Must possess or obtain within a specified timeframe and maintain a valid Virginia Class B commercial driver’s license, DPOR License for Electrical and/or HVAC, Master Preferred, DPOR Class 1 Solid Waste Management Facility Operators License, and Certified Facility Manager (CFM) designation from International Facilities Management Association or other County approved organization.
Knowledge, Skills, and Abilities:
Knowledge of supervisory and administrative principles, practices, and techniques
Advanced knowledge of the methods, materials, tools, and equipment used in general building maintenance, custodial maintenance, grounds maintenance, carpentry, and/or maintenance of plumbing systems, electrical systems, and heating, ventilation, and air conditioning (HVAC) systems
Considerable knowledge of water treatment and wastewater treatment plant operations, and equipment and testing equipment
Knowledge of methods, tools and equipment used to Operate a Solid Waste Transfer Station, residential convenience centers, and recycling collection systems including trash compactors, loaders, and roll-off trucks
Demonstrate strong organizational skills
Demonstrate strong leadership skills
Skilled in operating various tools and equipment used in facilities management
Ability to effectively oversee work of outside contractors, and to monitor the status and quality of projects and work activities contracted to outside service providers
Ability to supervise and evaluate subordinates
Ability to instruct, motivate and train subordinates in all phases of work and assist them their work problems
Ability to establish and maintain effective working relationships with customers, partners, contractors, peers, subordinates, and superiors
Ability to enforce safety and other regulations
Ability to estimate trade related costs and scheduling parameters
Ability to communicate effectively, both orally and in writing
Ability to use personal computers and software programs

PHYSICAL DEMANDS This position classifies the physical exertion requirements as heavy. Must be able to exert up to 100 pounds of force occasionally and/or up to 50 pounds of force frequently, and/or up to 25 pounds of force constantly to life, carry, push, pull or otherwise move objects. May be required to work afterhours, weekends and on call. Must be able to perceive and discriminate depths, odors, and colors.
WORK ENVIRONMENT Essential functions are regularly performed in and around various county buildings. May work on rough or uneven surfaces, and confined spaces. Tasks may risk exposure to chemicals, odors, machinery, wetness, dust, fumes, dirt, vibrations, electricity, driving and confined spaces.
