ESSENTIAL JOB FUNCTIONS
Serves as Manager and Chief Operator of all County water and wastewater treatment facilities; supervises and engages in the safe and compliant operation, and monitoring, of the County’s water, wastewater treatment facilities, and distribution and collection systems; manages operator’s schedules, reviews time sheets, and coordinates overtime with Director
Prepares, implements, and ensures adherence to standard operating procedures; writes needed changes to operation and maintenance manuals; supervise, train, instruct and motivate employees
Responsible for providing and documenting safety training employees
Ensures appropriate samples are collected and regulatory reporting is completed on time; completes and maintains a variety of records and reports for regulatory agencies and audits documentation
Maintains appropriate inventories of chemicals, equipment, supplies and personal protective equipment for employees
Plan, direct, coordinate and perform a variety of maintenance, repair, installation, and construction activities in our scattered water and sewer utility systems
NON-ESSENTIAL JOB FUNCTIONS
Performs general and preventive maintenance, reads water meters conducts utility inspections and supervise contractors
Qualifications
Education and Experience: Education equivalent to an associate degree supplemented with 5 years of water/wastewater operator experience.
Special Qualifications: Requires Water/Wastewater works Operators licenses within specified time. Must obtain satisfactory results of a criminal history background check; must possess and maintain a valid Virginia driver’s license.
Knowledge, Skills, and Abilities:
Considerable knowledge of the standard methods, materials and equipment employed in water and wastewater treatment, pretreatment, collection and distribution systems and operations
Considerable knowledge of water/wastewater federal, state, and local standards, regulations, and policies
Ability to monitor, operate, inspect, maintain and adjust/repair water and wastewater treatment, pretreatment, collection, and distribution systems
Skilled in the use of water/wastewater equipment and tools
Ability to supervise and evaluate subordinates
Thorough knowledge of the provisions of pertinent inspection and safety requirements
Ability to establish and maintain effective working relationships as necessitated by work assignments
Ability use independent judgment and work with little direct supervision as situations warrant
Ability to write accurate reports and maintain accurate records

PHYSICAL DEMANDS This position classifies the physical exertion requirements as heavy. Must be physically able to operate water/wastewater equipment. Must be able to exert up to 100 pounds of force occasionally and/or up to 50 pounds of force frequently, and/or up to 25 pounds of force constantly to lift, carry, push, pull or otherwise move objects. May occasionally involve heavier objects and materials (up to 125 pounds). May be required to work afterhours, on weekends, or on-call. Some tasks require the ability to perceive and discriminate colors or shades of colors. Some tasks require the ability to perceive and discriminate depths. Some tasks require visual perception and discrimination. Some tasks require the ability to perceive and discriminate odors.
WORK ENVIRONMENT Essential functions are regularly performed at the various water/wastewater facilities. Tasks may risk exposure to chemicals, odors, machinery, wetness, dust, fumes, dirt, vibrations, electricity, driving and confined spaces.
