The Position
The City of Diamond Bar is looking for a knowledgeable and service-oriented professional to join the the Building & Safety Division of the Community Development Department. This position, under general supervision, performs technical and clerical functions related to the review, processing, and maintenance of building permits and related records; calculates both simple and complex fees, prepares monthly and annual revenue reports; tracks status of plan checks and inspections; and performs other related duties as required. In addition, this position will be actively involved in the configuration of a new permitting and land management software system that is targeted to go live in July 2025.

Provides exemplary customer service to the public at the Building and Safety counter, over the telephone, by email and via video teleconference; processes building permits and applications.
Issues all forms of construction permits, including building permits, mechanical permits, plumbing permits and electrical permits. Helps customers determine the types of permits required for their projects, and explains the applicable permit review processes and associated fees.
Collects fees and provides cashiering functions for city transactions and reconciles daily transactions.
Creates and maintains electronic files for assigned projects.
Reads and interprets plans to determine the scope of work and completeness.
Responds to inquiries, explains compliance requirements, and checks records for the accuracy and completeness of data provided; provides information regarding permit procedures, policies, and functions.
Serves as a resource to direct the public as needed to various parties and information resources involving other divisions and departments, as well as County and State agencies.
Receives, logs, and routes building plans; verifies plan check status; coordinates submission and processing of applications and permits with other divisions and departments.
Schedules building inspections in cooperation with building inspection personnel after reviewing service requests.
Tracks the status of construction projects in plan check review, and ensures that all deadlines are met.
Fulfills public document requests submitted pursuant to the California Public Records Act and in response to subpoenas.
Assembles files and other related material to facilitate report preparation by supervisory staff.
Purchases and maintains department office supplies.
Maintains a variety of electronic building division records.
Qualification Guidelines
Knowledge of: General inspection practices associated with the use of the California Building Codes; plan review procedures; ICC-based building valuation tables; building inspection scheduling practices; customer service principles and techniques; Microsoft Word and Excel; basic math.
Ability to: Understand, interpret and implement locally-adopted codes pertaining to the issuance of building permits, handling of documents, and recording of fees; operate standard office equipment, including computer hardware; learn and use the City’s permit processing, electronic plan review, finance and other software systems; organize and schedule inspections; prepare and maintain records and standard reports; analyze and solve basic work problems by applying departmental procedures; communicate clearly and concisely, orally and in writing; establish and maintain effective working relations with staff, supervision and management, other departmental representatives, developers, contractors, and the general public; be tactful and courteous with all customers and the general public, and maintain composure at all times; re-prioritize assignments as directed; recognize controversial and/or sensitive issues and communicate with appropriate members of the organization; perform all required tasks at home by connecting to the City’s remote work platforms.
Education: Equivalent to graduation from high school or GED.
Experience: Two years of experience in related permit processing, customer service, and engineering or building services support work.
Special Requirement: The ability to complete ICC certification as a Permit Technician or equivalent training within one year from assignment to this classification is required.

Candidates whose education, experience and/or training appear to be best qualified will be invited to participate in an Oral Interview: 100%.
The top candidate(s) will be required to successfully pass a criminal background check, verification of work experience, and submit an official copy of educational transcripts verifying obtained degrees or certificates as indicated on the employment application. The selected candidate will be required to successfully pass a medical examination after a conditional job offer is made.
