Environmental Program Manager (Food Program)

Under administrative direction, coordinates and supervises all phases of designated program and project development and administration. Assists with or performs special projects as assigned. Provides training and technical assistance within and outside of the department as directed. Prepares and delivers presentations. Plans, develops, and administers projects and programs within a work unit. Reviews and evaluates program/project impact. Identifies project resources, requirements, methods, impact, and techniques. Prepares funding proposals and government reports. Monitors program contracts for compliance with terms and specifications. Conducts field site visits as necessray. Minimum Qualifications
A High School Diploma or G.E.D. is required. A Bachelor's Degree in Business/Public Administration or related field from an accredited four year college or university is preferred. Three years of full time paid progressively responsible management/supervisory experience in program and/or project development is required. Should be proficient in computer and software applications (Microsoft Office Suites) and possess excellent communication and interpersonal skills. A valid State of Ohio Driver's License is required.

The Division of Environment needs an individual who possesses strong leadership skills to manage the Food Program and move the program forward. This position is vital in the development and mentoring of staff as well as ensuring the agency is compliant in meeting its programmatic local, state and/or federal requirements.

Program Management: Provides direction and leadership to staff as they perform the necessary functions and duties within their assigned job description to ensure compliance with applicable federal, state, and local laws and regulations within the Food Program.
Ensures that agency services are delivered in an efficient, effective and timely manner and align with local, state and/or federal rules and regulations.

Reviews staff reports, forms and/or documentation (mileage, financial, travel, enforcement, etc.) and provides recommendations and/or authorization prior to submission to all necessary parties as appropriate.
Monitors the investigation of complaints to mitigate potential for illness outbreaks and other threats to public health and safety.
Monitors, updates and oversees databases to ensure the completion of all data entry and required program reports.
Coordinates, provides and/or oversees the professional development, training and orientation of new and existing staff as appropriate.
Develops, reviews and updates quality assurance processes and activities to evaluate and improve processes throughout the department.
Community Engagement:
Interacts with the general public, community leaders and government officials to develop, maintain and sustain collaborative working relationships to advance population health outcomes for those who live, work, learn and play in the City of Cleveland.
Provides excellent customer service to the general public, community leaders and other government and non-government organizations. Functions as a resource for staff when addressing customer service questions, programmatic issues and other agency concerns.
Represents the health department at community events as well as local, state and national committees, boards and advisory panels as appropriate.
Fosters a culture of engagement within the organization by assisting in planning and executing work activities and practices that promote camaraderie and growth.
Interacts with the general public, community officials and other stakeholders to advise on public health related issues and to address any concerns.
QUALIFICATIONS:
A High School Diploma or GED is required.
A Bachelor's Degree in Environmental Health or closely related field from an accredited four year college or university
is required. (Substitution: Two years of related experience may substitute for each year of college education lacking.)
Eight years of full time paid experience in an environmental health field, three of which must be in a supervisory capacity, is required.
Valid State of Ohio Registered Environmental Health Specialist (REHS) registration in accordance with Chapter 4736 of the Ohio Revised Code.
A Public Operator License for Pesticide is preferred.
Application from the Ohio Department of Agriculture is preferred.
A valid State of Ohio Driver's License is required.
Preferred Requirements:
A master’s degree in public health, business/health/public administration, public policy, or related field is preferred.
A minimum of 3-5 years of experience as a REHS at a local and/or state health department or relevant agency (education may be considered in lieu of experience).
Candidate should have strong personal and customer service skills.
In addition, excellent verbal and written communication and effective presentation skills including diversity and cultural sensitivity awareness.
EXPERIENCE REQUIRED/ADDITIONAL DUTIES
Experience working in a health department (local or state) and/or other relevant agency.
Proficiency with use of PC hardware and basic software (i.e., Microsoft Office Suite), email, and use of other basic office equipment (phones, copier, etc.).
Ability to manage and lead under stressful and emergency conditions.
Ability to build partnerships and coalitions across community groups, healthcare partners, city agencies and all levels of government.
Strong knowledge of local, state and/or federal food safety codes, rules and regulations.
Ability to write clear, concise reports as well as provide clear written and oral instructions.
Ability to meet deadlines as appropriate.
Ability to analyze, interpret and distill critical information, data, reports, etc.
