Prince William County’s Financial Reporting and Control Division is looking for a qualified candidate experienced in governmental accounting, especially with capital asset, leases, subscription-based IT agreements, Annual Comprehensive Financial Report (ACFR) compilation, and the implementation of Government Accounting Standard Board (GASB) standards.
We are seeking an extremely talented individual willing to lead a diverse team of highly motivated, professional level staff and be an instrumental part of the day-to-day responsibilities related to financial reporting and technical GASB implementation. Ideal candidates will have extensive experience with GASB based financial accounting and reporting standards as well as identifying and implementing process improvements and monitor existing internal controls. This individual works well in a collaborative, team environment with others at the same level as them and others in varying position levels in County Departments and Agencies. Become involved in a variety of interesting and challenging work assignments and projects. This position reports directly to the Comptroller. About This Role:
Oversee the compilation process of the County’s statutory reporting requirements including the ACFR including disclosures, Popular Annual Financial Report (PAFR), Auditor of Public Accounts Comparative Report, and Virginia Department of Environmental Quality (VDEQ) Financial Responsibility Reports for Landfill and Underground Storage Tanks
Assist Operational Accounting Team with month-end and year-end close including the Adj period, processing accruals, etc.
Interpret and oversee implementation of new GASB statements.
Lead a diverse team of 6 highly motivated, professional level staff responsible for capital assets, transfers, cost recovery, self-insurance, OPEB & pension programs, leases, subscription-based IT agreements, and financial reporting.
Will review team member’s journal entries, assist with reviewing Board agenda items, timesheets, write performance evals as well as any other management related tasks.
Ensure the County maintains an adequate system of accounting records and comprehensive controls to mitigate risk and enhance the accuracy of financial reporting in accordance with Generally Accepted Accounting Principles.
Encourage working in collaborative environment within the Financial Reporting Team in FRC, with the other FRC Teams, and others in County departments and agencies.
Work with external auditors during the financial statement audit and manage the prepared by client (PBC) documentation requests related to the Financial Reporting Team subject matter areas.
Identify process improvements and system (Oracle Cloud (Mobius)) improvements.
Work through any issues that arise with assigned areas and departments/agencies.
Assist with any other tasks and/or projects as identified by the Comptroller.
Minimum Requirements: High School /GED plus 8 years of related experience with reporting, processes, and internal controls relating to capital projects.
Preferences:
Bachelor’s Degree or higher in Accounting or similar field
Experience in governmental accounting and/or auditing local governments
5 years supervisory experience that includes managing 3 or more employees
Experience compiling the Annual Comprehensive Financial Report, grants, and pensions & OPEB plans.
Experience with using Oracle EBS and/or Fusion/Cloud
Advanced proficiency in Microsoft suite products
Active Certified Public Accountant (CPA), Certified Government Financial Manager (CGFM), Certified Public Financial Officer (CPFO) or equivalent
Experience with interpreting and implementing GASB standards and maintaining ongoing compliance
Ability to work effectively with people of differing backgrounds and experience
Work Schedule: Must work business hours Monday-Friday at a minimum. Overtime hours may be required to meet deadlines during busy seasons and to meet deadlines outside of busy season as necessary. This is a telework eligible role that may revert to full-time or part-time in-office scheduling if business needs change. Currently, FRC is 90% telework/10% on site (1-2 days a month). Employees may be asked to come on site more frequently as needs arise and at any time. We try to give advanced notice when needs change but are not always able to. Starting Salary Range: $98,475 - $130,000
