The Public Affairs and Marketing Division of The Maryland-National Capital Park and Planning Commission’s Department of Parks and Recreation in Prince George’s County is seeking a motivated, outgoing, and creative professional to assist the Public Affairs and Marketing Division Chief.
Under general direction, the Assistant Division Chief plans, organizes, directs, and manages a comprehensive public affairs work program (i.e., digital media, event management, community relations, marketing, media relations, or public information) for the Department. The incumbent provides a wide variety of assistance to the Division Chief to coordinate activities with other divisions and departments to support Commission goals and objectives, stays abreast of current topics and initiatives within the Department and the Commission, and facilitates accurate communication about these issues to the community. The Assistant Division Chief manages one major divisional program (marketing, media relations, etc.) consistent with the Fair Labor Standards Act requirement for exemption as a supervisor and performs other duties as assigned.

Examples of Important Duties
Manages assigned programs or monitors division operations. Defines program goals and objectives and assists in defining overall divisional objectives.
Effective communicator with extensive leadership experience and ability to work with varying skill levels as well as advise leadership with prompt and concise recommendations.
Develops comprehensive digital communications and marketing campaigns to strengthen the Department’s reach across multiple platforms, including new and emerging tools.
Utilizes digital tools to protect the Department’s brand and raise awareness of initiatives and programs. Establishes best practices and strategic procedures that increase the Department’s use of digital tools as a method for educating, informing and attracting users.
Exhibits strong leadership qualities and the ability to collaborate across multiple work programs in order to develop and implement innovative communications and marketing strategies that ensure a cohesive message.
Plans, schedules, assigns and reviews the work staff. Sets individual goals and objectives with staff members and evaluates staff performance. Selects and trains staff. Monitors evaluations and takes action to enhance staff and organization performance. Monitors staff completion of assignments for timeliness, accuracy and effectiveness in meeting work objectives. Conducts required performance planning and reviews activities. Identifies training and development needs and resources. Recognizes and resolves personnel issues in accordance with Commission policies and procedures. Initiates and recommends personnel actions.
Supervises program staff. Plans, schedules and assigns work. Evaluates work and counsels staff on ways to improve performance. Selects and trains staff. Initiates disciplinary action. Approves time cards and leave requests. Reviews personnel actions. Advises staff on ways to problem solve, comply with administrative procedures and coordinate across the Department.
Manages budget. Prepares annual budget request. Controls expenditures in accordance with approved budget. Obtains bids and price quotes. Writes purchase orders and check requests. Monitors work of contractors. Approves payments.
Develops and implements short and long-term goals, objectives, policies and procedures for the Department wide work program. Works with staff to evaluate effectiveness of programs and activities.
Plans, directs, organizes, manages and supervises a comprehensive public affairs work program for the Department, which may include event management, community relations, marketing public information, and media relations.
Minimum Qualifications
Bachelor's degree from an accredited college or university in journalism, public relations, English, political science, marketing or other related field, and six years of experience in journalism, public relations, political science, or marketing, including two years of supervisory experience; or
An equivalent combination of education and experience.
A valid driver's license in accordance with both State and Commission rules and regulations. Driver's license must be unencumbered by restrictions, revocations, suspensions, or points that could limit the employee's ability to drive Commission vehicles or perform driving duties required of their position.
Preferred Qualifications:
At least 5 -7 years of professional growth and experience in communications and marketing that includes two years of supervisory experience in public relations, journalism or marketing.
At least 3 years of experience in digital marketing and communications.
