The Job
The Human Services - Program Development Division (PDD) is recruiting for a Program Development Division (PDD) Program Manager* to plan, organize, and direct multiple units of the Human Services - Program Development Division. PDD Program Managers also provide complex and varied development administrative support such as facilitating/conducting project management for major departments or multiple agency initiatives, and conducting analysis of operations to develop recommendations for departments to use for efficiency measures, strategic planning, technology upgrades, etc.

CONDITIONS OF EMPLOYMENT
Travel: Travel throughout the County and State may be required. Employees will be required to make provision for local transportation; travel throughout the state will be at the provision of the County. A valid California Class C driver license and proof of insurance must be produced and maintained for the individual providing the transportation.

Minimum Requirements
Education: Thirty (30) semester (45 quarter) units of completed college coursework, half of which must be upper division, in behavioral/social science, business/public administration, education, communication, liberal arts or the sciences. Completion of the County of San Bernardino Management Leadership Academy (MLA) program will be accepted toward the required coursework on the basis of 4 quarter units of credit per MLA tract completed. A list of completed college coursework MUST be submitted with the application if the applicant does not possess a Bachelor's degree in one of the qualifying fields listed above. -AND-
Experience (applicant must meet one of the following options): Option 1: Two (2) years of experience equivalent to a Supervising Program Specialist in San Bernardino County.
Option 2: Three (3) years of second-level supervisory or management experience in a government human/social service, behavioral/mental health or public health program.
Option 3: Three (3) years within the last five (5) years of full-time professional-level experience in the public sector with primary responsibility for performing duties in all aspects of administrative and operational program development, including analysis, recommendation and development of policies/procedures and knowledge assets/tools for agency/department programs. Qualifying experience must include one (1) year of supervisory experience over supportive services or human/social services staff.
Substitution: One (1) year of additional qualifying experience may be substituted for the upper division requirement. Candidates must have completed at least 30 semester (45 quarter) units in order to qualify.
Desired Qualifications
The ideal candidate will have five (5) years of recent experience in the public sector with primary responsibility for performing duties in all aspects of administrative and operational program development. Second-level supervisory or management experience of technical professional staff in a government social service agency is also highly desirable.
