Provide technical expertise, assistance, and guidance to management and other personnel in the analysis of budget, payroll, receivables, expenditures, compliance of program requirements and other financial issues and discrepancies.
Review expense, travel, and claim forms, and other requisitions for compliance with applicable standards, rules and regulations, and approved budgets, analyzes variances and resolves variances with appropriate managers.
Monitor expenditures of funds carried over from prior fiscal periods.
Review personnel requisition (PR) for completeness and accuracy; determine and input account numbers to be charged; separate specially funded PR’s and send to proper departments for accounting and signatures; input verified PR’s information into HRS system.
Receive, input, update, and audit position control data to reflect changes in salary schedules, stipend tables, job classifications and position allocations; assigns documents position control numbers and files pending documents; add and create new job classes and positions; update labor and Full Time Equivalent (FTE) codes; verifies labor distribution is complete.
Prepare analysis, schedules, journal vouchers, and reconciliations to produce accurate periodic financial reports in accordance with GAAP and the California School Accounting Manual.
Prepare projections of revenues, budget estimates, multi-year cash flow analysis, and supporting schedules.
Provide reports to auditors, county personnel, IRS, State Franchise Tax Board, and other
governmental agency representatives; responds to public information requests.
Provide training and guidance to Accounting Technicians and District support staff in performing accounting entries; works directly with staff from other departments to resolve technical accounting issues and problems.
Approve purchase requisitions, conference requests, revolving cash reimbursement requests and personnel requisitions; assure budget availability and proper signatures, approvals, and account numbers.
Provide assistance to staff regarding status of budget and expenditures; compile and complete information for reporting assigned funds to the proper funding source; prepare expenditure report for categorical programs to include a carryover figure.
Assist and may facilitate certain aspects of the budget development process and financial reporting for categorical, special, and general funds. Participates in certain aspects of its preparation, such as data collection and prior-year performance analysis.
Maintain up-to-date knowledge of the regulations and reporting requirements and procedures connected with categorical, special and general fund programs, as well as state and federal government programs for reimbursement.
Receive cash and cash equivalent from a variety of sources. Verifies amounts and balances to supporting documentation. Enters information into appropriate accounts as required.
Prepares deposits and other transmittals.
Participate in the preparation of periodic financial statements and categorical reports, including variance analysis, for advisory/regulatory groups and administrators.
Assist with opening and closing of financial records based on fiscal year, as well as preparing and filing sales tax returns.
Attend workshops and seminars to maintain current knowledge of new procedures and regulations.
Perform related duties as assigned.

SCREENING PROCESS

The examination may consist of any combination of a(n): training and experience (T&E) evaluation, written knowledge test, structured panel interview, situational judgement interview, or other type of exam of fitness for duty. EXAM PROTESTS
Protest of any part of the exam process must be in writing and submitted to the Personnel Director no later than five (5) working days from the date you participated in the exam. Any protest must include rationale to support the protest and shall include supporting documentation or references. Protests must be based on illegal discrimination, abuse of discretion, or procedure/process error. Protests should NOT be based on receiving unexpected results. ESTABLISHMENT OF ELIGIBILITY
Candidates who are successful in all screening and testing stages will be placed on an eligibility list. Typically, an eligibility list for a classification expires after one (1) year. Candidates on the expired eligibility list are no longer considered for positions within the class. Eligibility lists may be extended beyond one year or expire sooner than one year. Eligibility lists may be merged, in which case candidate ranks may change.
SELECTION PROCESS
Candidates on the eligibility list will be called in rank order to participate in final selection interviews with the hiring manager until three ranks of candidates have accepted the invitation to interview. Ranks may include ties so more than three candidates may be called to interview for one vacancy. Please note that candidates will be removed from the eligibility list for declining the invitation to interview more than three (3) times.
OFFERS OF EMPLOYMENT
Official offers of employment are ONLY made by the Bassett Unified School District Personnel Commission office. ADVANCED STEP PLACEMENT
All new regular classified employees shall be paid in accordance with the salary range established for the class to which assigned. Initial placement will normally be the first step of the salary range. However, a new employee may receive advanced step placement with an approval from the Personnel Commission. Requests for advanced step must be submitted in writing to the Personnel Commission office before the employee's first day of work.
Approval will be based on the following criteria:
a. Additional qualifying experience beyond that required for entry into the class.
b. Additional education at the college level when related to the position, beyond the established educational requirements for entry into the class.
c. Evidence of currently receiving a salary greater than the first step of the salary for the classification.
