The Prince George's County Department of Housing and Community Development is seeking highly qualified individuals to fill a Housing Choice Voucher Program Manager position, grade G-31, within the Housing Authority/Housing Assistance Division.
About the Position:
This position is a key management level responsible for the general administration and management of the Housing Choice Voucher Program (“HCV”). Under the general supervision of the Executive Director, the HCV Director is responsible for supporting the agency’s mission by ensuring the Housing Choice Voucher program complies with Federal/State/Local Regulations. Implementing the highest quality housing assistance programs, performing management analyses, and providing recommendations on administrative, programmatic, and budgetary areas of a complex and technical nature. The senior leadership team member reports administratively to the Deputy Director, with a client relationship with the Board of Commissioners.

What you'll do:
Participating as senior leadership, providing insight and assistance with implementing HAPGC’s strategic HCV initiatives and maintaining solid interdepartmental working relationships.
Plans, directs, monitors and manages all aspects of the operational and fiscal responsibilities of the Housing Choice Voucher Program (HCVP) and staff to include Regular Tenant Based Vouchers, Foster Youth Initiative Vouchers, Family Unification Program Vouchers, Housing Mobility Program, Veteran (VASH) Vouchers, Tenant Protection Vouchers, Voucher Homeownership Program, Project Based Vouchers and other current or future tenant or project-based assistance.
Implements and manages the Customer Service Call center that supports voucher program operations, Housing Quality Standards Unit Inspections
Responsible for managing and understanding data in all database systems used by the HCVP operations including HUD’s Public and Indian Housing (PIH) Center (PIC), Voucher Management System (VMS) and Two-Year Forecasting Tool; Yardi, Rent Reasonableness Software,
Provide Enterprise software and all other systems in operation or under development.
Performs ongoing Housing Assistance Payment (HAP) budget analysis; monitoring of portability billing and payments; tracks expenditures and utilization rates; and monitors budget expenditures.es a thorough knowledge of the Federal Regulations and Section 8 Administrative Plan pertaining to the MOD and Project Based Properties.
Evaluates, interprets and stays abreast of HUD regulations and guidelines as they pertain to the administration of the HCV Program.
Informs and trains staff on regulatory compliance.
Maintains program compliance with all statutory, regulatory, contractual, or other applicable standards.
Identifies areas of compliance risk and oversees risk audits as necessary in various program-related aspects including HQS, SEMAP, Finance, Fair Housing, etc.
Presents thoughtful solutions for managing and mitigating risk.
Qualifications
What You Will Need!
Master's degree in business or public administration or related field, plus
Five (5) years of related work experience with three (3) years in a managerial capacity.
An equivalent combination of education, experience and training will be accepted.

Preferred Qualifications:
Six (6) years of full-time experience working with HCV programs and five (5) years in Housing Voucher Program supervisor capacity.
Certification in Housing Choice Voucher Executive Management, HCV Financial Management along with Occupancy and Rent Calculation, and Voucher Program administration required within first year of employment.
Certification in HQS required within first year of employment.
Demonstrated ability to work with a diverse, low-income population; and communicate effectively with a variety of clients, landlords, staff, and visitors in a variety of situations.
Must be able to plan, organize and make sound judgments and decisions; perform basic mathematical operations with accuracy; and operate a variety of standard office machines and equipment.
Qualified to get Licensed (and/or) Bondable.
Valid State of MD Driver’s License.
Eligibility for auto insurance coverage under HAPGC’s fleet management.
